Put the tracker on the back of the head.
To see how this is logical, hold your neck skin and turn your head left and right, up and down, you'll see your neck skin stays in one spot while your skull skin on the level of your eyes moves all around.
Looking at lighthouse from valve. If you have a bunch of sensors on a bib that stuck out from the back of your neck to look like a lions mane, you could beam lasers from the back of your head on the level of your eyes, down onto the bib, and the sensors on the bib would pick up the light just like the lighthouse technology does.
This would work for the Samsung gear vr for mobile head tracking, which this idea was designed for.
Then have the sensors on the bib plug into the phone somehow, maybe by usb? And then plug those sensor data into the VR to have head tracking.
On a side note, for all kinds of body tracking, if you find the part on the body next to the moving part, you could have some sort of back and forth sensor logic that passes data to or from the still part to the moving part. For instance on the fingers if you put the lasers on the wrist and beam them onto sensors on the fingers like valve lighthouse it would work just the same as my head tracking idea.
For the arm the collarbone is still while the wrist and elbow move, so the sensor and laser would work somehow like lighthouse there too.
And since Valve is just giving lighthouse away, why not use this variation of it for tracking the body; head, arms, fingers, etc.

Another novel idea would be to have microphones in an array like a honeycomb on the moving part of the head, on the back of the head.
Then have a speaker that beeps at a frequency the microphone can hear but humans can't
The microphone would be on the neck part that doesn't move when you turn your head.
And also have a gyroscope, accelerometer, and magnetometer, to have a precise description of the heads actual position.
So the head motion is sensed by the microphone, and the head description is given by the gyroscope, accelerometer, and magnetometer.
Then have a beep be heard by a microphone = one head position.
Then move the head and a different microphone hears the beep the loudest.
Then feed this head position data into a computer program for head tracking you can use on the go when you are not at home.
