I want to write like that with a normal writing program - like Word or something like that... Is that possible
Would it be hard to code a program like that in Borland Delphi? Maybe something with a simple trick like writing something twice and deleting/moving parts of one half picture... Could that work? I think it wouldn't look very good

Well, I am not sure about those languages, but I know that you can rotate controls sideways in Windows Presentation Foundation (WPF) with XAML. They can be rotated in 3D space and you can still interact with them.
