Throttlestop (for laptop users)

I came across this recently and thought I'd post it. I do not have a laptop, so I've no idea how well it works.

It does mention to be careful and not to exceed your maximum available power and to monitor your thermal/temps.

While I was on win1809 I had to use it because my CPU would return to 3,6ghz after I wake it up every time. This eliminated the snag. I would also recommend it. Good for changing CPU settings on the fly which you would need to do in the BIOS. This was for a Desktop PC though. After I upgraded to 1909 the problem went away.
