Game project idea

Hello, I have a few questions about starting a video game with Unreal Engine 4
So, I was wondering what kind of system requirements are supported for windows os hardware, I googled but I could not find the right answer.
Maybe something like quad core, 8 gigs ram, gtx 460 or amd 6750. This would be okay for me.
I guess inside the Unreal Engine editor it depends on the "models" and map layouts for "fps" and getting a firepro or quadro card it best.
So do I need "3d studio max" to make models then import them to Unreal Engine, or can I do all of that inside the Unreal editor?
One last question, is it worth it to start making a game with Unreal Engine 4 learning from start, like I have not even registered a copy of it yet and I am wondering if it might be to difficult and then I would just quit and uninstall it.
- I have done some 3d modeling before and used to have blender installed and could load some models I downloaded and I have used editors from Magix music maker. I mostly have experience now with networking and troubleshooting and most often I need pointers or teaching lessons to learn new programs and it seems Unreal Engine is pretty complicated.
