Think we saw this demo'ed a couple of years back with a bouncing ball ultrasonic simulation? Seems they are making ok progress. Perhaps this could be the way forward, if the effect can be beefed up - no complicated suits, just a tracking system that could project the right stimulation to the exact points needed.

You might be able to recreate Shinoda's Ultrasonic Tactile Tech with this: http://www.soundlazer.com/ and the specific tones and frequencies they published in their first paper (I believe that they're within the soundlazer's range).
