I'm running a dual core 3.0 with a ati radeon hd 7750. Will this be powerful enough to run the rift decent or not?

It will depend on the game mostly, I have similar specs myself but a 7850 for gpu. I've been doing some performance testing using cybers perception drivers on some of the supported games. You should be fine on older titles like half life 2, and probably portal 2, l4d2 and dear Esther. I'm not sure how close to the actual performance these will be when you're using an actual rift, but I recommend downloading the perception drivers here http://www.vireio.com/ and also using fraps as a guide to see how games perform on your system. You'll need at least a steady 60 fps for the ideal experience. I was a bit bummed that my rig can't handle Skyrim that well with the perception drivers, but I'm hoping in future releases cyber will find a way to either improve performance or allow for some of the performance enhancing d3d9.dll files available for skyrim.
